The Definitive Angle is PRO’s analysis of the week’s Video Review use in MLS.

Matchday 13 overview
There were two Video Reviews during Matchday 13.

MTL vs POR: No penalty

Outcome: After review, Montréal #2 [Jalen Neal] did not commit a punishable handball offense inside the penalty area.

The final decision was no penalty.

Length of Review: 3:33

PRO’s opinion: The ball arrived at close range from the header. Neal (MTL) had his hand on Jimer Fory (POR) prior to the header, which is why his arm was away from his body. The movement of the arm was normal, justifiable and did not make his body unnaturally bigger. There was no secondary movement of the arm to the ball; this was not a punishable handball. The referee maintained his decision of no penalty after video review.

RBNY vs CLB: Goal

Outcome: After review, New York #26 [Tim Parker] did not foul Columbus #27 [Max Arfsten] prior to New York #16 [Julian Hall] scoring a goal.

The final decision was a goal [to Red Bull New York].

Length of Review: 3:39

PRO’s opinion: Parker (RBNY) managed to get his foot on the ball during the challenge with Arfsten (CLB) near midfield. The contact between the two players was normal as they challenged to reach the ball. This was not a clear error and the referee maintained his decision of no foul after video review.
