The crew for the 2025 USL League One Final on Sunday, November 16, has been announced. The showpiece game between One Knoxville and Spokane Velocity will kick off at 5PM ET at Covenant Health Park.

Meet the crew:
Brandon Stevis
Takes charge of his first showpiece final, having spent the majority of his season officiating in the USL Championship. Has also worked in NWSL, MLS NEXT Pro, and USL Jägermeister Cup, with a further nine games as fourth official in MLS.
Max Smith
Was assistant referee for the 2025 USL Jägermeister Cup Final last month, having been the reserve assistant referee at the 2024 MLS NEXT Pro Cup. Has been active in NWSL, USL Super League, USL Championship, USL League One, MLS NEXT Pro, and USL Jägermeister Cup during the regular season, officiating 29 games in all competitions.
Zeno Cho
Will add his first showpiece final to 25 games across NWSL, USL Super League, USL Championship, USL League One, MLS NEXT Pro, and USL Jägermeister Cup this year, plus six more as an AVAR in NWSL. Made his MLS debut in Matchday 28 in the game between New York Red Bulls and Real Salt Lake.
Joshua Encarnacion
Returns for his second USL League One Final as fourth official, having worked the game between Union Omaha and Greenville Triumph in 2021. Refereed the MLS NEXT Pro Cup last year and stepped up to take charge of his first MLS game in Matchday 40 last month after a season of action across NWSL, USL Championship, USL League One, MLS NEXT Pro, and USL Jägermeister Cup.
Stephen Milhoan
More than half of his assignments this year have been in the USL Championship, while also taking to the field in NWSL, USL League One, MLS NEXT Pro, and USL Jägermeister Cup. Like Stevis and Cho, this will be his first showpiece final.
