The Definitive Angle is PRO’s analysis of the week’s Video Review use in MLS.

Matchday 29 overview
There were four Video Reviews during Matchday 29.


CLT vs RSL: No penalty kick


Outcome: After review, Charlotte #3 [Tim Ream] did not commit a punishable handball offense inside the penalty area.
 
The final decision was no penalty.
 
Length of Review: 2:24
 
PRO’s opinion: Rwan Cruz (RSL) played the ball inside the penalty area, where it struck Ream’s (CLT) arm. The referee determined that the defender’s arm was in a justifiable position for someone attempting to block a cross with his leg and allowed play to continue.
 
The VAR recommended a review because he saw that the arm was away from the body, but the referee correctly maintained her original decision of no penalty because the ball traveled a short distance and the arm was not there to make the body bigger or to create a barrier.


MIA vs LA: No goal (offside)


Outcome: After review, Miami #8 [Telasco Segovia] was in an offside position when the ball was passed to him by Miami #18 [Jordi Alba]. Miami #8 then interfered with play when he touched the ball prior to eventually scoring a goal.
 
The final decision was offside and an indirect free kick [to LA Galaxy].
 
Length of Review: 2:23
 
PRO’s opinion: At the moment the ball was played to Segovia (MIA), he was in an offside position. After several touches within the same APP, Segovia then scored a goal. The referee was correct to disallow the goal for the offside offense after video review.


TOR vs CLB: No goal (offside)


Outcome: After review, Columbus #8 [Dániel Gazdag] was in an offside position when the ball was passed to him by Columbus #27 [Max Arfsten]. Columbus #8 then interfered with play when he touched the ball prior to scoring a goal.
 
The final decision was offside and an indirect free kick [to Toronto].
 
Length of Review: 2:20
 
PRO’s opinion: At the moment the ball was played to Gazdag (CLB), he was in an offside position. The referee was correct to disallow the goal for the offside offense after video review.


CHI vs STL: No penalty kick


Outcome: After review, Chicago #4 [Carlos Terán] did not commit a punishable handball offense inside the penalty area.
 
The final decision was no penalty, and play was restarted with a drop ball.
 
Length of Review: 2:06
 
PRO’s opinion: The referee believed that the ball had struck Terán’s (CHI) left arm after Eduard Löwen (STL) had headed it toward goal. The VAR analyzed the available angles and determined that the ball struck the defender’s right arm, which was tucked in tight to his body, and not making it unnaturally bigger. The referee was correct to rescind the penalty kick after video review.
