HOU vs POR: Penalty retake
Outcome: After review, Houston #27 [Lisa Boattin] encroached inside the penalty area prior to Portland #9 [Sophia Wilson] taking a penalty kick, and directly impacted play when she challenged Portland #21 [Jessie Fleming] for the ball from the rebound.
The final decision was to retake the penalty kick [to Portland Timbers].

PRO’s opinion: Boattin (HOU) encroached into the penalty area before the kick was taken and then impacted the opportunity for Fleming (POR) to play the ball after Jane Campbell’s (HOU) save.
Under the Laws of the Game, a goalkeeper’s teammate who encroaches before the ball is in play is penalized only if the encroachment clearly impacts the kicker, or if the encroaching player plays the ball or challenges an opponent for the ball, thereby preventing the opponents from scoring, attempting to score, or creating a goal-scoring opportunity. The referee was correct to retake the penalty kick after video review.
