What happened: After review, North Carolina #13 [Ryan Williams] stepped on the top of the foot of Portland #8 [Hina Sugita] inside the penalty area.

The final decision was penalty kick [to Portland Thorns] and yellow card [and subsequent red card for a second yellow card] to North Carolina #13.

PRO’s opinion: Williams (NC) challenged for the ball but was late and recklessly stepped on the top of Sugita’s (POR) foot. This was a clear foul and an efficient use of the Video Review system to rectify a clear and obvious error.
